Progressive Dane policy on sharing of electoral and organizing resources

Adopted July 28, 2004

Background:

Underlying the policy on sharing resources with others: PD has invested significant time, money and talent in developing its organizing and electoral resources; and that investment must be considered when others, including close allies, request access to those resources

Electoral resources we have developed that others may want access to:

* Voterfiles – current and formatted data (including householding), phone numbers, IDs from past campaigns, contributions, yard signs, endorsements, target drop coding, and templates for mailing labels, walk lists, target drop lists, phone lists

* Lit drop maps

* Election templates – campaign finance reporting, setting and tracking a budget and voter contact plan, preparing to run for office

Organizing resources we have developed that other may want access to:

* Organizing essentials – running a meeting, developing an agenda, etc.

* Working in the policy environment

* Organizing volunteers

* Software technical assistance

* Policy technical assistance (model legislation, etc.)

The PD membership database is not shared and not included in this policy.

Policy:

PD will make available organizing resources we have developed so long as:

* No harm is done to PD now or in the foreseeable future, and

* The requesting organization has goals/platforms consistent with PD, and

* Recognition of the value and availability from PD of those recourses is shared with the beneficiaries of those accessing the resources.

PD will make available electoral resources so long as:

* No harm is done to PD now or in the foreseeable future, and

* The requesting organization has goals/platforms consistent with PD, and

* Recognition of the value and availability from PD of those recourses is shared with the beneficiaries of those accessing the resources, and

* The requesting organization is not involved in a campaign in which PD typically participates, and

* The requesting organization is not involved in a campaign on which PD has expressly failed to endorse, and either

* Adds definitive value to those resources, and/or

* Covers past costs incurred or covers future costs.

“No harm is done to PD” should consider electoral interests; relations with the public, elected bodies and other allied organizations; and potential to grow the party’s membership.

The “definitive value” added needs to be clear, guaranteed and only used as the sole benefit back to PD when the value added is significant OR the requesting organization truly has a lack of ability to pay.

“Covers past or future costs” needs to recognize not only actual dollar outlays by PD, but also time and energy invested by individuals and committees within PD. It also must assume every organization has some ability to pay.
